Critical Planning Committee Meeting
Thursday, June 1, 2006
2 PM
Eastham Town Hall


Present:  Mike Cole, Marc Stahl, Ken Ainwsworth, Joan Sullivan. Committee members.

In addition Mary Elizabeth Burgess, Town Planner, Martin McDonald, Selectman,
Emily Sussman, Provincetown Banner


Vice-Chairman Mike Cole called the meeting to order.  As Martin McDonald has resigned as chairman of the Committee, the first order of business was the election of a new chairman.  Marc Stahl was nominated, seconded and unanimously elected the new chairman.  He immediately chaired the meeting.  Martin was thanked for his service on the Committee.

There was a general discussion of the charter of the Committee, including charge and makeup.  Originally it was composed of 12 members with specific designations from other town committees, i.e. Planning, Conservation, Chamber of Commerce, etc. with 3 at large members.  The Board of Selectmen recently raised the at large membership to 5.   There is a need for new members.  Ken Tabor and David Skiba have applied for membership and will be presented for approval at the June 5th Selectmen meeting.  Joan has requested reappointment for the June 24th Selectmen meeting.  Marc and Joan will review the designated committees for possible membership.  It was determined that the CPC would meet monthly.

Marc raised the issue of the need for review of the town committee structure for possible streamlining and the improvement of communication between elected officials, town administration and the committees.  Marc and Joan will look into this matter.

The CPC currently is working on 3 issues of concern to the town, the North Eastham Village Center, the Bay Beaches, and now the Town Committees.

There was a discussion of the work of the Bay Beach Committee.  Joan reported that this group had met several times and had been gathering information regarding current problems including continuing erosion, erosion control, the many new revetments, diminution of public areas, and closings because of bacterial problems.   It was suggested that the ponds and Rock Harbor area be included in the study.  This sub-committee will continue to gather information during the coming summer months to determine if there are problems and areas of concern to the town.  There was a suggestion that this sub-committee be called the Water Recreation Committee.

The NEVC sub-committee is in the process of hiring a planner.  The problems of funding were discussed at length.  A grant has been awarded for partial payment and it is hoped that the town will find the remaining monies for this initial and vital step in the development of the Village Center.

The meeting adjourned at 3:30.

The next meeting will be Thursday, July 6th at 3 PM in the Town Hall.
